He was the only one of the original settlers to be represented in the charter. He was born in Rhode Island and came to Hampton, New York, from Killingworth, Connecticut, probably in 1777. Hampton is on the other side of the Poultney River from Fair Haven and was then called Greenfield. It was expected that this would be in Vermont, but when the boundary was finalized it ended up in New York State. Leutenant Elisha Clark, Oliver Cleveland and Asa Dudley were chosen as a committee to lay out the first division lots on the public rights in Fair Haven. In 1785 he was chosen selectman. O. C. had a cousin named Enoch, who had a son named Solomon, who is listed in the 1790 New York Federal Census in Washington County, page 189. O.C. was listed in the first Vermont Federal Census (1791) in Rutland County, p. 39.
